Ari Brown, a New York State Assemblyman representing Assembly District 20, expressed skepticism about the readiness of consumers for a widespread transition to electric vehicles (EVs). He suggested that mandates could negatively impact small businesses. Brown made these remarks during an interview on March 24.

"I am strongly opposed to these mandates," said Brown. "Many consumers are not ready for a widespread shift to electric vehicles. Imposing top-down mandates that ignore market realities will only harm the very businesses that are essential to the state's economy. People should be able to make the decision on what vehicles best meet their needs and budgets."

According to the New York Post, in 2022, New York State adopted the Advanced Clean Cars II (ACCII) regulation. This regulation requires that 35% of new passenger cars sold be zero-emission vehicles by 2026, with the target increasing to 100% by 2035. The mandate is part of an effort to reduce greenhouse gas emissions and align with the state's climate objectives. Auto dealers have voiced concerns regarding the feasibility of achieving these targets due to current infrastructure and market demand.

A survey conducted by Pew Research Center in 2024 found that only 29% of Americans are very or somewhat likely to consider purchasing an electric vehicle for their next car. The survey highlighted cost, charging access, and range limitations as significant barriers. Despite awareness of government incentives, most respondents were not planning to purchase an EV.

The National Automobile Dealers Association (NADA) reported that as of 2024, franchised dealers have invested $6 billion in EV inventory. They plan further investments totaling $5 billion in facilities, service equipment, chargers, and training by the end of the decade. However, dealers have raised concerns that federal emissions regulations may not match current consumer demand for EVs.

Brown has been serving as a member of the New York State Assembly representing the 20th District since April 2022 after winning a special election. Prior to his current role, he served as a trustee and deputy mayor in the Village of Cedarhurst.
