Work has finished on a major expansion and modernization project at Syracuse Hancock International Airport, according to an announcement from Governor Kathy Hochul. The project, funded in part by $20 million from the state’s Upstate Airport Economic Development and Revitalization Competition, aims to improve the passenger experience and support increased traffic at the airport.

Governor Hochul stated, “Central New York is on the precipice of a new era of unprecedented growth and economic transformation that will make it a national model and it’s imperative that our transportation infrastructure is ready for the challenge. The improvements we have made to Syracuse Hancock International Airport give Central New York the first-class travel hub it deserves and will provide visitors with a wonderful first impression that will keep them coming back again and again, further fueling the region’s historic growth.”

The airport expansion included an enlarged North Concourse with more seating, new concession areas, and better passenger flow. Renovations also expanded the Federal Inspection Station facility near gate 15 to help maintain international designation for both passengers and cargo operations.

Marie Therese Dominguez, Commissioner of the New York State Department of Transportation (NYSDOT), commented on broader investments: “Thanks to the leadership of Governor Hochul, New York State is making historic investments in our upstate airports — transforming them into modern gateways, welcoming visitors from all over the world and fueling tourism and economic growth. Nowhere is that more evident than in Syracuse, where the Governor is investing in transformative transportation infrastructure — from I-81 to Syracuse Hancock International Airport, where we have created a world-class facility that will welcome the travelers of today and help usher in the exciting future that awaits Central New York.”

Alongside airport upgrades, NYSDOT completed a $10.5 million rehabilitation of bridges on Airport Boulevard (Colonel Eileen Collins Boulevard) over Interstate 81 to improve access for travelers.

Syracuse Hancock was one of nine upstate airports sharing $230 million as part of efforts to revitalize regional air travel infrastructure announced by Governor Hochul in 2022. The funding program supports projects focused on innovative design, improved passenger amenities, operational efficiency, and regional economic impact.

Originally built in 1949, Syracuse Hancock serves a wide area from Canada to Pennsylvania with several commercial carriers. In 2024 alone, over three million passengers traveled through its terminals—a rise of 5.2 percent compared to 2023—and enplanements grew significantly since 2021. According to recent studies by NYSDOT, annual economic activity generated by the airport exceeds $864.5 million.

The total cost for this latest improvement project reached about $28.4 million. More than 4,000 square feet were added to the North Concourse—used by roughly 40 percent of all passengers—enabling additional space for seating and concessions while incorporating features like natural ventilation systems for better air quality and energy-efficient lighting controls.

Upgrades at Customs and Border Protection facilities now allow processing up to 200 international passengers per hour along with other enhancements such as a new jet bridge, elevator tower, baggage carousel, wayfinding lighting system improvements for accessibility needs.

These changes build upon previous renovations completed in 2018 which expanded main terminal space and added exterior improvements.

Further investment aligns with expected regional development including Micron’s plans for up to $100 billion investment over two decades constructing semiconductor manufacturing facilities in Onondaga County.

Assembly Transportation Chair William Magnarelli said: “Modernizing our local airports allows upstate cities to continue to be drivers in economic development by drawing tourists and out of town businesses,” said Assemblyman William Magnarelli, Transportation Committee Chair. “The governor’s commitment to improving the Syracuse Hancock International Airport revitalizes the facility to continue to meet growing needs of passengers as the Central New York area prepares for increased economic development in the area.”

With Micron’s arrival attracting new business opportunities, tens of thousands of jobs, and a significant population boom, Syracuse Hancock will be better equipped to handle an already growing demand for air travel.
