Jamestown man pleads guilty to child pornography after prior sex offense convictions

A Jamestown man has pleaded guilty to possession of child pornography after a prior conviction for sexual offenses involving minors. U.S. Attorney Michael DiGiacomo announced that Timothy Douglas, 65, entered the plea before U.S. District Judge Richard J. Arcara.

Douglas admitted to possessing a cell phone containing images of child pornography in August 2023. According to Assistant U.S. Attorney Maeve E. Huggins, the images depicted prepubescent minors or children under 12 years old. Between July 2022 and August 2023, Douglas also produced images involving three minor children engaged in sexually explicit conduct, including one five-year-old and two approximately ten-year-olds. Some of these images were described as sadistic in nature.

Douglas was previously convicted in New York State in 2003 for Possessing an Obscene Sexual Performance by a Child less than 16 years old, Sexual Abuse in the First Degree, and Course of Sexual Conduct Against a Child in the Second Degree.

“The plea is the result of an investigation by the Jamestown Police Department, under the direction of Chief Timothy Jackson and the Federal Bureau of Investigation Child Exploitation Human Trafficking Task Force, under the direction of Acting Special Agent-in-Charge Mark Grimm,” said DiGiacomo.

The charge carries a mandatory minimum sentence of ten years in prison and up to twenty years, along with a possible $250,000 fine. Sentencing is set for November 25, 2025 before Judge Arcara.
