International drug trafficker Zhi Dong Zhang arraigned on charges after extradition from Mexico

Zhi Dong Zhang, also known by several aliases including “Brother Wang,” was arraigned in Brooklyn federal court on charges related to international narcotics trafficking and money laundering. Zhang, a Chinese citizen, was extradited from Mexico after being arrested there following requests from the Eastern District of New York and the Northern District of Georgia. He was returned to the United States on October 23, 2025, and ordered detained pending trial.

According to authorities, Zhang has been identified as a Consolidated Priority Organization Target (CPOT) by the Department of Justice, which is reserved for individuals considered among the most significant narcotics traffickers globally.

The arraignment was announced by Joseph Nocella, Jr., U.S. Attorney for the Eastern District of New York; Todd W. Blanche, U.S. Deputy Attorney General; Theodore S. Hertzberg, U.S. Attorney for the Northern District of Georgia; Ricky J. Patel, Special Agent in Charge at Homeland Security Investigations (HSI) New York; and Robert J. Murphy, Special Agent in Charge at DEA Atlanta.

“As alleged, the defendant is a leader of one of the most prolific drug trafficking and money laundering organizations in the world who, together with his co-conspirators, imported thousands of kilograms of narcotics, including cocaine and methamphetamine, into the United States and other countries,” stated United States Attorney Nocella. “The indictments he faces in the Eastern District of New York and the Northern District of Georgia will hold him responsible for the great harm he has caused.”

“The defendant stands accused of running a global enterprise that pumped massive quantities of cocaine, fentanyl, and methamphetamine into our communities and laundered millions in narcotics proceeds,” stated Deputy Attorney General Blanche. “His return to the United States is a major step in dismantling a network that has fueled addiction, violence, and death. I’m grateful for the outstanding work of our prosecutors, agents, and international partners who refused to let him hide behind aliases, shell companies, or foreign borders. The Department of Justice will continue to target the world’s most dangerous traffickers, wherever they operate, and bring them to justice.”

“Zhang’s transnational network was allegedly intricate, well-coordinated, and well-funded,” said Unites States Attorney Hertzberg. “However, through the great work of dedicated law enforcement agencies and valued cooperation from our international partners, Zhang’s poison pipeline has been shut off. Whether the perpetrators are here or hiding abroad, my office will continue to vigorously pursue anyone who is trafficking illegal narcotics in and through the Northern District of Georgia.”

U.S. Attorneys Nocella and Hertzberg also acknowledged support from multiple agencies including HSI Mexico City; HSI Rio Grande Valley; U.S. Marshals Service; DOJ’s Office of International Affairs; U.S. Attorney’s Office for Southern District of Texas; as well as Mexican authorities.

“HSI’s arrest of Zhi Dong Zhang marks a decisive blow against the ruthless criminal enterprises responsible for flooding our streets with cocaine, meth and deadly fentanyl,” stated HSI New York Special Agent in Charge Patel. “The defendant’s alleged actions on behalf of the Sinaloa Cartel and CJNG have bolstered the operations of transnational criminal organizations responsible for peddling death in nearly every form – fueling an overdose epidemic, spreading violence,and destabilizing communities across the United States and beyond.One by one year after year,the HSI New York Homeland Security Task Force will continue to wage an unyielding campaign against those who empower cartels to sow destruction and death for greed ensuring that no corner of their criminal empire is beyond the reach of justice.”

“This arrest represents a critical milestone in a long-running investigation into an alleged high-level narcotics trafficker with international reach,” said DEA Atlanta Special Agent in Charge Murphy.“A defendant wanted on warrants out of Eastern District of New York and Northern District of Georgia has now been taken into custody thanks to years of coordinated work by DEA and our partners.We will continue to follow evidence and money until leadership these organizations is dismantled.”

Court documents state that since June 2016,Zhang led an organization operating out of Mexico importing large quantities cocaine,methamphetamine,and fentanyl into United States.Law enforcement linked seizures totaling 46 kilograms cocaine ,58 kilograms methamphetamine,and almost seven kilograms fentanyl directly back organization.

Authorities allege that millions were laundered using over 100 shell companies established with fraudulent documentation within United States.The group recruited individuals called “banqueros”to open bank accounts,pick up cash at drop locations,and transfer funds overseas under direction supervisors based Mexico.In total,$77 million believed laundered through these methods.

If convicted,Zhang faces up life imprisonment.All charges remain allegations unless proven otherwise.This case forms part broader efforts under Operation Take Back America—a nationwide initiative targeting cartels ,transnational criminal groups ,and violent crime—utilizing resources from OCDETFs Project Safe Neighborhoods .Prosecution teams include Assistant U.S.Attorneys Miranda Gonzalez Vincent Chiappini (EDNY).

Zhang ,38,is charged under E.D.N.Y.Docket No .21-CR-302(S-2)(BMC).He also faces indictment NDGA involving similar conduct dating back at least 2016 where he allegedly coordinated deliveries drugs like cocaine fentanyl via couriers throughout US oversaw collection proceeds through stash houses banks involving roughly $20 million .
