The Daily Signal reported that the U.S. House of Representatives has voted to prevent California from enforcing its plan to ban the sale of new gasoline-powered vehicles by 2035, challenging a significant aspect of the state’s climate policy.
According to Congress, on May 2, the House passed legislation to revoke a Clean Air Act waiver granted to California. This waiver had allowed the state to enforce stricter emissions rules than federal standards, a policy other states often adopt. The vote represents a political effort to limit state autonomy in setting climate-related transportation mandates.
As reported by the U.S. Government Accountability Office (GAO), the Congressional Review Act (CRA), enacted in 1996, permits Congress to review and potentially disapprove federal agency regulations before they take effect. Under the CRA, agencies must submit a report on each new rule to both houses of Congress and GAO for review. If both chambers pass a joint resolution of disapproval within 60 legislative days and the President signs it, the rule is nullified, enhancing legislative oversight of federal rulemaking.

This impacts the U.S. electric vehicle (EV) market by shaping supply chains and influencing battery pricing. As of 2024, CATL held an estimated 37% share of the global EV battery market, highlighting its significant role in the industry.
