Governor Kathy Hochul has announced the re-release of the ConnectALL Digital Equity Program Capacity Grant Request for Applications, making more than $5 million in state funding available to support digital equity and inclusion projects throughout New York. The move comes after federal funding was discontinued by the Trump administration in May 2025. The program aims to help New Yorkers gain access to devices, develop digital skills, and become aware of affordable broadband services. Applications must be submitted by August 25, 2025, through the New York State Consolidated Funding Application Portal.

“Digital access is essential for success in today’s world — whether it’s applying for a job, completing schoolwork, accessing health care, or staying connected to loved ones. In New York, we believe that access to affordable, reliable internet is a basic right, not a luxury,” Governor Hochul said. “That’s why we are taking action to ensure every New Yorker has the tools, skills, and support they need to thrive in the digital age. No matter the challenges, we will continue forging ahead — investing in communities, strengthening partnerships, and delivering on our promise of a more connected and equitable future.”

Through continued investment, strong partnerships, and innovative strategies, we are moving forward to close the digital divide and build a more inclusive future for all New Yorkers.”

The Governor also announced an educational campaign regarding low-cost internet options under New York State’s Affordable Broadband Act (ABA), which requires internet service providers to offer plans at $20 per month or less while guiding consumers through enrollment. This act positions New York as having the first legally mandated low-cost broadband option nationally.

The ConnectALL initiative is reaffirming its focus on reducing barriers related to internet adoption by:

– Increasing access to affordable broadband
– Providing devices
– Expanding programs focused on digital literacy
– Protecting residents’ privacy and safety
– Making government services accessible online

ConnectALL will work with partners at both state and local levels to promote awareness about low-cost internet plans secured under ABA for eligible households.

The legislation supporting these efforts has received national recognition; ConnectALL earned the National Association of Telecommunications Officers and Advisors (NATOA) Community Broadband and Digital Equity Award for its achievements in 2025.

Collaborations with city agencies aim at reaching eligible households through outreach such as multilingual flyers; text campaigns targeting those receiving public benefits; summer events; information via NYC 3-1-1; plain language guides; among other approaches. Additionally, $500,000 will be invested into 2-1-1 NY—a subsidiary of United Way New York—to provide ABA support through screenings and targeted guidance for up to 10,000 low-income households outside NYC seeking reduced-cost internet services.

Expanding broadband infrastructure remains central within Governor Hochul’s agenda toward equity across New York State. Through ConnectALL—an initiative totaling over $1 billion—the state continues efforts like:

– The Digital Equity Program implementing a $50 million statewide plan designed to boost literacy skills related to technology use.
– Municipal Infrastructure Program awarding over $242 million (funded by U.S. Treasury’s Capital Projects Fund) supporting municipal open-access networks.
– Affordable Housing Connectivity Program bringing new infrastructure into public housing as part of an overall $100 million investment.
– The ConnectALL Deployment Program offering funds for providers serving unserved or underserved areas with nearly $664.6 million allocated federally.
– Connectivity Innovation Program fostering private sector innovation within broadband solutions.
– Excelsior Broadband Network developing new fiber infrastructure along major routes like the Thruway.
– Mobile Service Connectivity initiative collaborating with stakeholders on expanding wireless coverage regionally.
