Governor Kathy Hochul announced the topping out of NanoFab Reflection, a key part of a $1 billion investment in NY Creates’ Albany NanoTech Complex. This marks a significant milestone for the $10 billion initiative aimed at advancing New York State’s role in semiconductor research and manufacturing.
NanoFab Reflection, which will span 310,000 square feet, is set to become the nation’s first publicly owned High NA EUV Lithography Center. The facility will provide advanced chip research and development capabilities. It is expected to support hundreds of new high-tech jobs and generate $9 billion in private investment through expanded partnerships with universities, workforce programs, and global semiconductor companies. The final steel beam has been installed, with completion anticipated by the end of next year.
“With this milestone, we are taking a major step toward securing the future of advanced chip research right here in New York State,” Governor Hochul said. “This $1 billion investment I secured for NY Creates, paves the way for good jobs, stronger communities, and an innovation economy that keeps our state competitive on the global stage.”

Leveraging public funding against private financing, NanoFab Reflection will help drive new innovations in this dynamic sector with collaboration between key academic and industry partners.”
NanoFab Reflection will feature 50,000 square feet of cleanroom space designed for advanced semiconductor R&D work. The facility will house ASML’s High NA EUV lithography equipment—the most advanced tool available for creating next-generation chips—scheduled to arrive at Albany NanoTech Complex in mid-2026.
The announcement aligns with Governor Hochul’s commitment to bring more semiconductor manufacturing and R&D back to New York State. Since taking office, she has overseen over $124 billion in new industry investments from companies such as Micron and GlobalFoundries as well as supply chain leaders like Edwards Vacuum and AMD. These efforts are intended to secure supply chains within the United States while boosting national security and competitiveness.

By 2030 more chips are expected be manufactured around upstate New York than anywhere else nationally—a trend anticipated to reshape employment prospects across regions.
