The Community View Apartments, a $19 million affordable and supportive housing development for seniors, has opened in the Village of Morrisville, Madison County. The project delivers 61 one-bedroom apartments for residents aged 55 and older. Twenty of these units are set aside for frail elderly individuals who have experienced homelessness and require supportive services to maintain independent living.
“All New Yorkers deserve a safe, stable place to call home, and I am committed to building more affordable and supportive housing options for seniors across the state,” Governor Hochul said. “Our continuing investments in developments like Community View Apartments will provide the affordable homes and vital supportive services older adults need and rely on to live in independent settings.”
Christopher Community, Inc. developed the three-story building, which offers apartments affordable to households earning at or below 60 percent of the Area Median Income. The design includes features such as elevators, hand rails, non-slip surfaces, adjustable cabinetry, wide hallways, roll-in showers, no-step entries, and an emergency call system to support aging in place. Residents also benefit from proximity to a health center, retail outlets, and a library.
Funding for the project comes from multiple sources: $11.9 million was raised through New York State Homes and Community Renewal’s Federal Low-Income Housing Tax Credit program; $3.8 million from its Supportive Housing Opportunity Program; $2.8 million from the Office for Temporary and Disability Assistance’s Homeless Housing and Assistance Program; and $244,000 from the New York State Energy Research and Development Authority’s (NYSERDA) New Construction – Housing Program.
Operating funding is provided by the Empire State Supportive Housing Initiative through the Department of Health. Supportive services are delivered by Crouse Community Center next door—these include service coordination, independent living skills training, medication management, wellness activities, and transportation.
Of the total units available at Community View Apartments: 20 are reserved for frail elderly residents; 10 are fully accessible for those with mobility impairments; four are equipped for individuals with hearing or vision disabilities.
The building is designed to meet NYSERDA’s energy efficiency requirements by being all-electric and achieving EPA ENERGY STAR Multifamily New Construction certification standards. This ensures durability as well as healthy indoor air quality.
Under Governor Hochul’s leadership so far in Madison County alone there have been 160 affordable homes financed by New York State Homes and Community Renewal—with over 3,700 funded regionally throughout Central New York as part of ongoing efforts under her five-year $25 billion housing plan aimed at creating or preserving 100,000 affordable homes statewide.

We are grateful to Governor Hochul for her strong support of the Homeless Housing and Assistance Program and for prioritizing the creation of permanent supportive housing options across New York State.”
