FOIA Request to Upstate Medical University regarding Public University FY 2024 Employee Salaries on December 5, 2025.
Empire State Today has submitted a Freedom of Information Act (FOIA) request to Upstate Medical University seeking detailed records of employee compensation for Fiscal Year 2024. The request was made under the New York Freedom of Information Law, N.Y. Pub. Off. Law sec. 84 et seq., and asks for the information in electronic format.
The requested records include data on all individuals employed by the university during the specified fiscal year, which is typically defined as September 2024 through July 2025, although variations in fiscal-year boundaries are acknowledged. The FOIA request specifically seeks information across several data fields: Fiscal Year, Employee Name, Gender, Age or Year of Birth, Date of Birth, Employer Name, Title or Position, Department, Hire Date, Compensation Amount (including base pay and additional pay), Compensation Type (such as salary or hourly), and Employment Type (full-time or part-time).
Empire State Today has emphasized that they seek all responsive records even if some fields are not present in every record. In cases where parts of a record may be exempt from disclosure, they have requested that non-exempt portions be released in redacted form rather than withheld entirely.
The media organization also highlighted its role in providing transparency and holding public institutions accountable as reasons for requesting a fee waiver associated with obtaining these records. Empire State Today is affiliated with The Coalition Opposing Governmental Secrecy, a non-profit organization that aids media companies and advocacy groups in accessing government information.
