Empire State Development announces grand opening of Marcus Park transformation in Olean

Empire State Development and the City of Olean announced on May 15 the ribbon cutting for renovations at Marcus Park, a city-owned public park located at West Sullivan between N. 13th and N. 15th streets. The more than $2 million project has transformed the park into an inclusive destination featuring Cattaraugus County’s first all-inclusive playground, modernized facilities, and a new dog park.

The project is significant as it prioritizes accessibility and community engagement by creating spaces where residents of all ages and abilities can connect. The vision for the playground was realized with support from INtandem and the INtandem Foundation.

“The completion of Marcus Park marks a transformative milestone for Olean, turning an underutilized space into a vibrant, inclusive destination that reflects the heart of the community,” said Empire State Development President, CEO & Commissioner Hope Knight. “By prioritizing accessibility and modern placemaking, this project creates an environment where residents of all ages and abilities can connect and thrive. Governor Hochul’s commitment to the Pro-Housing Communities Program ensures that as we grow our housing opportunities, we are also investing in the essential public spaces that make New York’s neighborhoods wonderful places to call home.”

City of Olean Mayor Amy B. Sherburne said, “The transformation of Marcus Park is a proud moment for the City of Olean. By opening the region’s first all-inclusive playground, we are ensuring that every person, regardless of ability, has a place to play, grow and feel welcome. This project is a testament to what we can achieve through strategic state partnerships and local philanthropy, and I look forward to seeing our community enjoy these beautiful new facilities for years to come.”

The renovated park now offers upgraded ball fields and green areas for sports activities; modern restroom facilities; paved accessible pathways; improved lighting; as well as a fenced dog park area for pets.

Funding came from multiple sources: INtandem contributed over $1 million towards playground expenses along with donating land connecting to a recreation trail; Empire State Development provided $752,675 through its Capital Improvement Grants for Pro-Housing Communities Program via Western New York Regional Economic Development Council; New York State Parks granted $500,000; while Cattaraugus Region Community Foundation contributed $23,803.51.

INtandem President and CEO Mari Howard said: “The opening of the all-inclusive playground and revitalized community park marks the realization of a vision that has been five years in the making – a vision built on unwavering commitment, strong partnerships, and a deep dedication to our community… Together, we have turned a dream into a lasting reality for our community.”

New York State Parks Acting Commissioner Kathy Moser added: “New York State Parks is proud to support this thoughtful project through the Environmental Protection Fund… It is especially rewarding to see this investment create new opportunities for affordable recreation… promote inclusion… strengthen connections to the River Trail…”

Marcus Park’s history dates back nearly one hundred years when H.W. Marcus donated land in 1930s—expanded by his son Ben Marcus in 1950—serving generations as an athletic hub before its recent modernization.

As part of broader economic development efforts statewide—including housing access—the reopening represents both continuity with tradition as well as adaptation toward inclusivity.
