The Creekside Landing affordable housing development in Syracuse has been completed, according to an announcement by Governor Kathy Hochul. The $31 million project includes 52 affordable units located in the Southside and Westside neighborhoods of the city. The development involved constructing new buildings and converting a vacant office building into apartments and a workforce training center.
Governor Hochul stated, “Syracuse’s focus on building new affordable housing as a way to stimulate the local economy is in keeping with my administration’s efforts to invest in cities while providing safe, stable housing for families across New York. Creekside Landing shows what we can accomplish when parties work together on transformative projects that revitalize neighborhoods while changing residents’ lives for the better.”
The project features 32 three- and four-bedroom townhomes built on land acquired by the Greater Syracuse Land Bank, as well as 20 one-bedroom apartments created from a former office building. The workforce training center at Creekside Landing is operated by Jubilee Homes of Syracuse and offers employment support and career training for neighborhood residents.
Creekside Landing apartments are available to households earning up to 80 percent of the Area Median Income. Sixteen units are designated as supportive housing for young adults aged 18-25 experiencing homelessness. On-site services are provided through Housing Visions’ CONNECT program, which also developed the project. Some units are accessible for people with mobility, hearing, or visual impairments.
The development uses all-electric systems such as heat pumps for heating, cooling, and hot water. Other features include high-efficiency insulation, electric appliances, and upgrades to the building exterior.
Funding came from multiple sources including nearly $9 million from New York State Homes and Community Renewal’s Federal Low-Income Housing Tax Credit Program; $5 million each from its State Low-Income Housing Tax Credit Program and the Federal Housing Trust Fund; $4.5 million from its Low-Income Housing Trust Fund; $500,000 from its Community Investment Fund; another $500,000 through Round Five of the Department of State’s Downtown Revitalization Initiative; $426,000 in Clean Energy Initiative funding via a partnership between HCR and NYSERDA; $2 million in American Rescue Plan Act funds from Syracuse; additional HOME ARP funds; HOME funds; Onondaga County funding; operating funding from the Empire State Supportive Housing Initiative administered by the New York State Office of Temporary and Disability Assistance; and project-based vouchers administered by the Syracuse Housing Authority.
